After 12 whole days of classroom lectures and trainings, around 50 students graduated from CES Academy's 120-hour Comprehensive Real Estate Seminar. This is in preparation for the Broker's Licensure Examination to be conducted by PRC on March 17, 2013.

Last November 11, 2012 was the culmination day of our Batch 7 class. Each student was given a chance to share in front of everyone a little something about themselves (read: raket!) before receiving their certificates.

Paying it Forward: Malanday Relief Operations

Last August 9, 2012, CES Academy and its sister companies spent a day outside our workspaces and inside one of the largest evacuation centers in Malanday, a barangay in Marikina severely hit by the recent torrential rains (habagat).

Our relief goods comprising of hot meals, assorted clothes and supplies could only provide for more or less 200 families, nevertheless, the warm welcome that greeted us that day was overwhelming.

Thank you to CESSON Appraisal Corporation, Blue Stone Realty and CESSON Real Estate Corporation for initiating this project.

Thank you to our colleagues and friends who sent their donations to make this relief operation possible. Thank you also to the staff and extended family members for their time and effort.

PRC/PRBRES Advisory on March 2013 Broker's Exam


We have received news that PRC/PRBRES now requires all aspiring broker's exam takers on March 2013 to take a 120-hour face-to-face classroom seminar and training. While this has been confirmed by Hon. Fajardo via text, we are still waiting for a FINAL MEMORANDUM to explain and formalize this, which, we are told, is expected to be posted at the PRC website soon.

In the meantime,we are already

(NEW) Step-by-Step Procedure in Applying for the Real Estate Licensure Exam

Thanks to our students, we have confirmed that PRC now has improved its process of applying for examination permits in PRC. Exam application is now TWO-STEP: ONLINE APPLICATION, then PERSONAL APPLICATION.

To give you better understanding and guidance, here are the NEW steps on how to apply for your Broker or Appraiser's Licensure Examination:


Step 1: Go to the PRC Website: http://www.prc.gov.ph/online/application/default.aspx. Follow all instructions and complete the required fields. Here are sample photos of how the online application form would look like:

Choose Real Estate Broker for the broker's exam, and Real Estate Appraiser for the appraiser's exam.

Make sure your CTC is updated (year of exam). For married women using their husbands' surnames, don't forget to input your maiden name and spouse's details in the corresponding fields.

Click on the magnifying glass on the right of the field and then type key words of your school/address/course, and it should give you a list of choices to click on. Find your school/address/course. You may want to write down in a paper their codes in case you still need them when you go to PRC for the personal appearance.

According to one of our students, unless you are a retaker, you just leave this last portion blank. So, even if you had previous professional licensure examinations under PRC, they don't need to be declared here

Once all required fields are filled up, press SAVE, then OK. A confirmation reply should appear next, like this:

Print this page and bring it along with your documents when you go to PRC for step 2, which is personal application and appearance.
If you do not have a convenient internet access in your area, you can go straight to PRC, and proceed to WINDOWS 7-9 (for the main office). You will see computer terminals that can be used for your online application. This is FREE OF CHARGE.

Step 2: If you have accomplished your online application (whether at home or at PRC), you must also make sure that your other requirements are already complete:
  • NBI Clearance
  • NSO Birth Certificate (or Philippine Passport)
  • Transcript of Records with Scanned Picture and "for Board Exam Purposes/for PRC Exam Purposes" stamp
  • Community Tax Certificate (cedula)
  • Passport-sized and 1x1 colored photos with white background and nametag (must be in complete name)
  • Your 120-hour Comprehensive Real Estate seminar certificate from CES Academy


Step 3: Making sure that everything is ready and complete, proceed to PRC. Upon entering, proceed and buy metered documentary stamps (P21 each) at their booth near the entrance.


You will have to surrender your original NBI Clearance and original CES Academy seminar certificate. All the rest, they will take your photocopies.

Then, you will be given your Permanent Examination Registration Record Card (index card-like form), which you must fill up, attach a photo on, a stamp your thumbmark on. You will also submit another photo which they will scan.

By this time, they should also be printing out a hard copy of your application form, where you will affix the metered documentary stamp you bought earlier.

Step 5: If everything goes well with your requirements, proceed to the cashier window and pay P900.00 examination fee. Don't forget your Official Receipt (you will be needing this on the exam date).

Step 6: Finally, go to WINDOWS 10-11 and claim your Notice of Admission. 


If you follow these steps religiously, and prepare beforehand your requirements, it should probably take you 30 minutes (or less!) to do your application.

PRC Approves 7-day Extension for Registration of Salespersons

Last May 9, 2012, all accredited educational service providers for real estate seminars and trainings were called in by PRBRES for a general meeting. Among other things, the registration without examination for salespersons was discussed.

Four of five members of the board were present in the meeting, with Chairperson Eduardo Ong presiding. Alongside Honorable members Dinio, Fajardo and Cuervo, Chairperson Ong formally announced that their request for a SEVEN-WORKING DAY EXTENSION for the registration of HIGH SCHOOL GRADUATE SALESPERSONS has been APPROVED by PRC. Just like any announcement from the board, a RESOLUTION was drafted and finalized, and is now pending for full and complete publication in the Official Gazette or any major newspaper circulation.

Initially, we were told that the official announcement via the PRC website will be made TODAY, MAY 14. Should that happen, OUR INTERPRETATION of the possible extension dates are as follows:

MAY 14:  PRC/PRBRES to post the Resolution formally announcing the SEVEN-DAY EXTENSION for the registration of High School- graduate salespersons 

MAY 15-29: 15-day grace period after publication (which is typical in all resolutions)
MAY 30,31,JUNE 1,4,5,6,7: Probable 7-working days registration of HS graduate salespersons
Again, we reiterate that these dates are NOT the final dates, but only our INTERPRETATION of probable dates, based on last week's meeting with PRBRES. We are closely monitoring any new announcement from the Board, and we will make sure that we will disseminate this information as soon as possible. 

So what happens now? 

While waiting for the formal announcements, we advise ALL salespersons aspiring to get a PRC license to PLEASE FIX YOUR REQUIREMENTS ALREADY. According to PRC, a lot of practitioners were unable to "enjoy" the privilege of registering without examination or with mere proof of registration with DTI, because of missing requirements; specifically, NBI clearances, transcript of records and birth certificates. These are NON-NEGOTIABLE requirements, hindi nadadaan sa pakiusapan. Remember that the purpose of real estate service regulation shifting from DTI to PRC is to professionalize the industry, and to imply discipline and ethics, which are expected to any practitioner of any profession.
Who can enjoy this 7-working day extension of registration for salespersons?

This extension period is given only to salespersons who fall in CATEGORIES B and C, or popularly called as the "HIGH SCHOOL GRADUATE" salespersons. It is a common misconception that it is enough that an applicant as salesperson is simply a high school graduate, however, there the qualification is two-fold:
Category 2: Salesperson is at least a high school graduate and with an existing DTI/HLURB license or registration

Category 3: Salesperson is at least a high school graduate and with at least three (3) years of active practice in selling (from a developer or a realty marketing firm).
If you are a salesperson falling under Category 1 (at least 2nd year college), you have NO deadline in registering for a license. Further details on Category A are discussed in the Resolution 13 for salespersons.

What are the general requirements for all applicants of salesperson accreditation?  
  • Original and photocopy of NSO Birth Certificate/Certificate of Live Birth
  • Original and photocopy of NSO Marriage Certificate/Contract (for married female only)
  • Original NBI Clearance (must be valid)
  • Passport-size photos with complete nametag below, on white background
  • 1x1 photos with complete nametage below, on white background
  • Recent Community Tax Certificate (CTC) or "cedula"
  • Duly-accomplished application form  (form is downloadable in the PRC website)
What are the specific requirements for Categories 2 and 3? 
  • Category 2: 
    • Original and Notarized Certificate of Educational Attainment on the Completion of at least highschool graduate (e.g. Highschool diploma)
    • Original and Notarized Certification of at least 120 credit units (60 units classroom lecture, 60 units training/fieldwork, certified by the developer/broker)
    • Original and Notarized Certification of his/her DTI Licensed Real Estate Broker or HLURB-Registered Real Estate Developer
    • Original and photocopy of DTI/HLURB Certificate of Registration as Salesperson
  • Category 3: 
    • Original and Notarized Certificate of Educational Attainment on the Completion of at least highschool graduate (e.g. Highschool diploma)
    • Original and Notarized Certification of at least 120 credit units (60 units classroom lecture, 60 units training/fieldwork, certified by the developer/broker)
    • Original and Notarized Certification of his/her supervising real estate broker or HLURB-registered real estate developer.

The 5W and 1H of Real Estate Appraisal

     We all know that another PRC Licensure Examination is happening this July - the real estate appraiser's exam. We also know that, under PRC and RA 9646, Appraisal as a profession is now considered co-equal with Brokerage, thus, the qualifications are the same: an interested applicant must only be a college graduate (regardless of the course taken). This is contrary to the formerly practiced system under DTI, where an applicant needs to be a licensed broker for at least 5 years before getting qualified.  

     Here's a 411 for those wondering on what real estate appraisal is about.


     Real estate appraisal is an estimate of the value. It is a process of estimating and supporting an opinion of value. A written report is the output of a real estate appraiser, and such report includes a description of the property under consideration, an the appraiser's opinion of the property's condition, its utility for a given purpose and probably monetary value in an open market where sellers and buyers are both acting in their own self-interest. 

     Simply put, if I have a house and lot that I want to sell but don't know how much is its fair market value, I will get the services of an appraiser to do the job. 


     A real estate appraiser is a competent practitioner that possesses the necessary qualifications, ability and experience to estimate property values. One must have passed the licensure examination given by PRC in order to be a full-fledged appraiser. The following are the qualifications of an applicant who intends to apply for the licensure exam:


     Almost everything is subject for appraisal:

  • Real estate like land and improvement, buildings, machineries and equipment, plants and trees of industrial or commercial volume,
  • Real property or the rights, interests and benefits relate to the ownership of real estate, and
  • Personal property: tangible like chattel mortgages (cars, jewelry), or intangible like debts and patents. 

     There are many purposes of appraisal:
  • Purchase or sale of real estate
  • Market rent or economic rent determination
  • Financing and credit
  • Corporate mergers, acquisitions, liquidations or bankruptcies
  • Partition of estate
  • Eminent domain
  • Government valuation (local and national taxes - Assessor's Office)
  • Highest and Best Use analysis
  • Insurance
  • Valuation of land and development cost in joint venture agreements
  • And many more...

For New Brokers and Appraisers: How to Register at PRC

Congratulations! You are now officially real estate brokers and appraisers! A few more steps (read: registration and oathtaking), and you will be LICENSED PRACTITIONERS like many of your colleagues!

Here is a step-by-step guide on how to register at PRC and apply for your license.


1. Duly accomplished Oath Form or Panunumpa ng Propesyonal. This is free at PRC, but to save time, we suggest you download and print your own copy via this link. (on Regulations Office>Oath Form or Panunumpa ng Propesyunal)

2. Current Community Tax Certificate (cedula) - You should have this already since it was also needed when you applied for your recently concluded exam.

3. Two (2) pieces passport size pictures with complete name tag (for the Oath Form and Certificate of Registration)

4. One (1) piece 1"x1" picture in plain background (preferably white) with complete name tag (for Registry of Professionals)

5. Two sets of metered documentary stamps (for Oath Form and Certificate of Registration)

6. One (1) short brown envelope with name and profession (profession is Real Estate Broker or Real Estate Appraiser)

7. Original Surety bond, minimum INSURED AMOUNT is P20,000. Obligee for Real Estate Brokers is: Professional Regulation Commission (PRC)/Housing and Land Use Regulatory Board (HLURB). Obligee for Real Estate Appraisers is: Professional Regulation Commission (PRC) ONLY. For government employees, no Surety Bond is required, but instead, submission of a notarized original Certificate of Employment from their respective offices is required. - the P20,000 amount is DIFFERENT from the PREMIUM that you ACTUALLY PAY the insurance company.

8. P600 for Initial Registration fee; P450 for Annual Registration fee

9. OTHERS: Black ballpen, pencil, stamp pad, paste, stapler, extra cash for notary (in short, bring your own supplies so you can fill up forms and do whatever needs to be done in your forms WHILE IN LINE)

1. Arrive at PRC with COMPLETE REQUIREMENTS, IF POSSIBLE. Otherwise, the Oath Form (Panunumpa ng Propesyunal) can be found at the Public Assistance Center (near PRC entrance gate). One passport size picture goes here.

2. Buy two (2) documentary stamps from the window near the entrance (P21.00 each). Give them your oath form as they will gladly paste one stamp on it for you. Don't lose the other stamp.

3. Proceed to the 3rd floor of the Annex Building. How to get there: take the stairs beside the coop store. Turn left towards the hallway (by this time you would know you're in the real estate broker's registration section, because the long line starts here).

4. Upon entering the room, have yourself verified at the table on the side. By verification, they will check if, indeed, you passed the broker or appraiser's exam. They will pull out and return to you your PERRC Form (you would remember this as the white index card-like thing you signed when you applied for your exam permit). Your rating is also written here.

5. The second long-line waiting is at the Cashier Section (same room) - pay P600 + 450 = P1050. Bring exact fees if possible to save time.

6. The third (and final long-line waiting) is at the Registration Table (same room). When it's your turn, the officer will ask you to sign in the Roster of Registered Professionals Log Book. It's like a registry where you have to put your signature and put thumbmarks several times. You will surrender here your 1x1 photo and the brown envelope with your name and profession written at the back. They might also ask for your other documentary stamp tax (remember you have to buy 2, and the first one was stuck in your oath form already?) and your other passport-size photo. Finally, you can submit your surety bond here. You surrender the original bond, so make sure before going to PRC you already photocopied it, if you want a reference copy. DO NOT LEAVE THIS TABLE WITHOUT GETTING YOUR CLAIM SLIP FROM THE OFFICER. This will be your proof once your Professional IDs are ready for pick-up.

7. The final stage is buying your oathtaking tickets. If it will be held at PICC, fee is P600-700 per person. If at the Manila Hotel, fee is P1,000 inclusive of merienda. Guests have to buy separate tickets.

8. Wait for the announcement on the final date and venue of your oathtaking.


When is the deadline of filing for registration of new 2014 broker passers?
According to the PRC website, registration will be from April 1 (Tuesday) to April 3 (Thursday), at the Registration Division - Unit C, Ground Floor, PRC Main Building.

When is the deadline of filing for registration of new 2013 appraiser passers?
Registration will be from August 14 (Wednesday) to August 16 (Friday), 2013.

Will I get my license on the same day?
No, you will not. If you are able to register within the abovementioned period, you will be able to claim your license on the day of your oathtaking, after the ceremony.

What if I don't register within this period? Will my passing be considered null and void? 
No, it will not be considered null and void; however,  you lose the chance of getting your license on the day of oathtaking. You may still register after these dates, but expect that release of your license will take a while, say 2 months or so. Nevertheless, you can still register as officially a licensed real estate broker/appraiser.

Can I not join the oathtaking?
This is a once-in-a-lifetime experience so why miss it? Those in the top ten are even asked to receive their recognition certificates on stage. In short: make time for it, just as you made time preparing for the exam. It usually falls on a weekday, so file your leaves in advance.

Can I ask someone to register for me?
No, first time registration should be done personally. Remember that one has to sign in the Roster of Professionals Registry, and that cannot be proxied.  

Where can I get my original surety bond? Do I really pay P20,000 for it?
There are several insurance companies that offer real estate surety bonds (sometimes they call it indemnity insurance).

You don't pay P20,000 for a surety bond - that is the worth of your insurance. Insurance companies usually charge between P1600 - P2500 for a 3-years, P20,000 worth indemnity insurance.
